Here are the events that occurred on that day.   On 8/13-14/2016 riots broke out in Milwaukee after police shot and killed a man. Here are a few links; notice the triple 23. BTW there are 23 days between 8/14/2016 and 9/7/2016—the SF earthquake cycle watch date.
